Facility Overview
The Human Services Parking Facility is a multi-level, above ground, parking structure located at 11 Sears Alley in Asheville, NC. The facility offers transient and monthly parking to employees, tenants and visitors of Asheville and Buncombe County, the adjoining offices, as well as the general public.
The parking facility has a one-way directional ramp throughout the property connecting all levels (1 through 8). Level 8 of the facility is uncovered while the rest of the facility offers covered parking. The garage is open to monthly & daily parkers 24 hours a day, 7 days a week.
The Parking Office is located on the first level adjacent to the Sears Alley entrance/exit. The office may be reached by phone at (828) 250-4248. This management office is not regularly staffed, when vacant please request assistance from the booth attendant or call boxes (located throughout the property) in the event of an emergency. VEHICLE ACCESS POINTS
Sears Alley Entrance/Exit
The entrances and exits to the garage are on the Sears Alley. The entrance (located on level 1) offers two entrances. Both are configured for transient and monthly access to the garage. The exit (located on level 1) offers two exit lanes. Both are configured for automated daily transactions (pay-station that accepts cash, credit card and validations) as well as monthly parkers.
OVERHEAD/VERTICAL CLEARANCE
For Vehicles, the garage has a vertical clearance of Nine Feet, Zero Inches (9’0”) on the ground level and Seven Feet, Two Inches (7'2") for the upper levels. Vehicle owners must ensure vertical clearance measurements of their vehicles compensate for wheelbase and grade change. There is a clearance bar at all entrances to the property. Vehicles with a vertical clearance in excess of this measurement must park in alternate locations.
PEDESTRIAN ACCESS POINTS
Vehicle entrances/exits are configured for vehicles only, pedestrians must use sidewalks and pedestrian walkways. Do not walk under parking gates. The facility offers 2 stairwells for pedestrian access. 1 stairwell is on the SE corner of property with elevators and the other is located in the NW corner of the property. Customers are encouraged to use the elevators in the SE stairwell.
FACILITY SPEED LIMIT
The speed limit posted for the garage is 7 miles per hour. With limited visibility throughout the garage, all drivers must strictly observe the speed limit. Vehicles/Users observed operating a vehicle in an unsafe manner may be cited, fined and/or have their parking privileges revoked.
DRIVE AISLES/TRAFFIC LANES
The facility utilizes one-way directional traffic lanes throughout the garage. Ramps connecting levels have vehicles parked along the sides, so parkers are encouraged to remain vigilant when traversing the ramps as cars may be backing out of their spaces.
PARKING GARAGE ELEVATORS – There are two elevator banks of two elevators located along Coxe Road and Sears Alley. Elevators 1 and 2 are located beside stairwell 1 at the Human Services side of the garage (adjacent to the Human Services Building). Elevators 3 and 4 are located adjacent to Sears Alley.

For Daily Parking, all users pull a ticket upon entry to the garage. To exit, Daily Parkers can use the Sears Alley exit and pay machine in the adjacent lane, the exit lanes accept all types of payments and validations.
All monthly parkers are enrolled through Preferred Parking Service via the web site of avl.preferredparking.com, at the attendant booth or the management office. Upon registering, your parking is effective immediately. There will be a $5.00 non-refundable administrative fee charged when registering for parking. You will be required to provide all necessary data (such as license tag numbers) of any vehicles that you may drive as well as daytime telephone numbers, mailing address, and company name. Customers are responsible for assuring all information is up to date. In the event the garage is full, a wait list will be maintained in the management office. Return Fee: There is a return payment fee (see fee schedule) on all returned payments (this includes checks, draft (ACH), and credit/debit card payments).

This location requires access card to access the garage. Monthly parkers are required to pay a non- refundable fee for this card upon signup. If your card is lost or stolen the replacement fee is no less thann$25.00. The access card entitles you to park in one space at a time in the garage. In order for the access card to work properly, the user must gain full access to the facility before the system will allow the device to depart the facility. Always use your access card to enter and exit, even if the gates are up. The system will track which cards are in or out of the facility, and will not grant simultaneous access to any card. Should the access card reader fail to work, take a ticket to enter the garage and report the access card trouble to the Parking Office (800) 313-PARK (7275). Should you not have your card, you must take a ticket from the dispenser and contact the office prior to your exit to have the ticket validated.
It is the policy of management and ownership to hold the perpetrator of any acts of vandalism to or on the property financially accountable by whatever means necessary up to and including prosecution to the fullest extent of the law.
Cancellation of Parking
Monthly parkers must provide written notice to Preferred Parking Service of their intent to cancel their parking privilege by the 20th of their last month of parking, in order for the cancellation to be effective for the following month. Cancellations received after the 21st and before the 27th will be assessed a late cancellation fee of $15.00.

Parking Management will issue parking citations in the facility for multiple reasons including but not limited to violation of above rules and regulations, safety and security concerns, among others. Parking citations may be appealed by following the appeals process on the reverse of the citation or emailing ppsnotices@preferredparking.com.Vehicles receiving repeated citations are subject to vehicle immobilization and/or towing without notice at owner’s expense.
Parking management is the only entity empowered to affect ticketing, wheel locking or towing at this property. As such, disaffected parkers must contact parking management to alert them to situations requiring the above processes. Only parking management will request the towing of vehicles from the facility spaces, no other entity is empowered to enact this process. The tow provider for this location is listed below.
